Just because our software is free (as in free beer) does not mean that the process behind it needs to be free (as in speech) and open to all. Though I admit that we like to think of ourselves as a public institution; we are not; nor do we have the social structure to even come close to being one. and having worked as a civil servant - I am not sure I'd even want this community to be one; as it is not the right environment to foster this type of work or code.
