No. Project wide blogs for news of the *project*, edited and cont rolled solely by the PMC of that project and any delegates they wish to make, I can see a justification for but that should be decided on a project by project basis and be under their own webspace, I think. The ASF should provide resources *necessary* to the succesful building of high quality free software. It is not a hosting provider for committer's vanity blogs.
