Other projects quickly followed up, asking to restrict access.

At the Cocoon Wiki a while ago, we dived in and tweaked our
config file to make our pages only editable by registered users.

This works well. The EditPage link at the bottom says "Immutable"
until they register via UserPreferences.

The response from infrastructure@ is that we have now done that
across wiki farm-wide. So now all wikis have that same config.
If projects want their wiki to be open (evidently some might)
then get your PMC to send a request to [EMAIL PROTECTED]

However, such config leaves the users not knowing what to do.

Please see what we have done at Cocoon to remedy that:
Added a banner to our FrontPage to explain that they
need to register. Added a banner to our UserPreferences.

Each project wiki would need to do something similar.
