The timezone is roughly based on longitude, but not exact.. i.e. for political 
reasons some areas will choose a slightly different timezone, even if it 
conflicts with the direct relationship between longitude and the intended time 
zone. You'll probably need to find a set of polygons, or lines which separate 
time zones... you may be able to get this data for free, try google.
