Angus Dickey has been making some useful contributions to
OWSLib recently - unfortunately I have been the bottleneck
when it comes to committing these changes so I'd like to

Angus has worked in the Geomatics field in one way or another
for about
8 years; the majority of time spent working with the Oil &
Gas industry. He has a Master of Applied CS and now works for
a variety of companies as a consultant.

Could other OWSlib commiters please vote to give him commit access.
