Not 'standard', but 'mandatory'. Dialing the alarm number even overrides
keylock, try it

...which I've always thought was badly implemented. The emergency
services get thousands of false alarms from phones ringing from people's
pockets: the UK is particularly susceptible to this, with 999 as the
emergency number.
Perfectly sensible to have the emergency number override keylock, but
why not do it on a timer? If someone presses 9, then nothing for 1
minute, then 9, etc, keylock is not overridden. If someone presses three
9s in quick succession, then override keylock.
Don't know if this goes against the mandated operation - but if not, I
can't think of any likely downsides.
