...which I've always thought was badly implemented. The emergency services get thousands of false alarms from phones ringing from people's pockets: the UK is particularly susceptible to this, with 999 as the emergency number.

Perfectly sensible to have the emergency number override keylock, but why not do it on a timer? If someone presses 9, then nothing for 1 minute, then 9, etc, keylock is not overridden. If someone presses three 9s in quick succession, then override keylock.

Don't know if this goes against the mandated operation - but if not, I can't think of any likely downsides.
