This is the basic problem - there are _no_ freely available maps of the world. Some small parts of it have governments that have released maps, of varying quality. Otherwise, you have to buy maps. And there is nobody that sells digital maps to end users. They all want to sell the maps to third parties (google, garmin, ...) not end users, as that's where they percieve the profit is.
