Yeah that is true but Googles saying: "Over time, more of the code that makes up Android will be released, but at this point, we have been concentrating on shipping an SDK that helps application developers get started. In short: Stay tuned."
But what does "over time" mean, that can be 2 months but also 2 years. So at the moment it is definetly NOT open.
