Sorry to nitpick, but the specification is not proposed, but officially
published, with implementation underway.  ;-)

With regard to your question, OpenMoko and others OSS projects can
implement and build apps on the enablers specified therein, in addition
to LiPS members doing so internally.

More on OSS implementation of LiPS specs after the New Year . . .
