I used to run SMan on an old Symbian phone of mine; it displayed this sort of data (tower code, signal strength, etc) if you pushed a few buttons. I always wanted a GSM wardriving application that would record this data + GPS details for map production later. Can't imagine it would be too hard to do and would *love* to see it myself.
