You could ask if there's anyone living near you who could lend you a debug board or do the flashing for you. A Freerunner without a working NOR flash is basically the same as a Neo1973. It's safe to flash a new kernel or rootfs partition; the risk of bricking the device is only if you update u-boot itself. You do not need an SD card as you suggested above.
