Last time I checked, ringtones were handled via gstreamer, which 
supports many formats.  On 2007.2, you needed to edit a text file to 
change the ringtone format.  I'm not sure why it didn't just autodetect 
the format.

I'm not sure if 2008.8 still works that way or not, but gstreamer 
probably makes more sense than mplayer, since it's a library and 
extremely flexible.  It is used for most of the audio playback on the FR.

Anyway, this is probably more of a GUI issue than anything else.  My 
guess is that they haven't addressed it because of all the underlying 
framework changes that are taking place right now.
