We have a zip file containing all the sql statements to build a sqllite file containing the positions of the cells (plus some more info). This is what I have been using for my D-Bus location service prototype on the phone, and what I will start with for my D-Bus location service. The sql statements are already divided by country. If you really need the KML of the cells, then we can see how to provide this.
