Here in Russia +7916xxxxxxx and 8916xxxxxxx are the same numbers, but neither one is prefix of the other one. Btw, when somebody calls me (to my daily phone, not freerunner), caller number is autodetected with 8xxx form, while in the address book I prefer to have +7xxx form such that it works abroad.
