basically it should be possible, to write a rule for oeventsd in rules.yaml (incoming sms should be an event supported). if not, you could opimd-cli and do something like
opimd-cli messages query MessageRead 0 | grep "Numer of results:" | awk '{print $4}' which would print the number of unread (which 0 means, imo) messages ("Numer" is the correct typo :-), but better check again). as long as the resulting number != 0, you could trigger a vibration.
