Careful with that. "Network Operations Center" is really HostNOC.net which is in turn owned by BurstNet.
HostNOC themselves are not spamming, they have clients that are spammers who abuse their account for a while and then are shut down. HostNOC have a lot more clients that are legitimate. If you blocked a large netblock you'd certainly find false positives. If it's any consolation, HostNOC used to be worse: they are no longer in the SpamHaus "Top 10 worst spam supporting ISPs" http://www.spamhaus.org/statistics/networks/ Andrew.
