Here in Charlotte, North Carolina, Park and Recreation is also the lead agency on community gardening and just beginning to create a 'real' program (interestingly, because Cooperative Extension is part of Park and Recreation in our county, our Extension director Jim Monroe has taken a leading role and been very supportive). You probably already know of the excellent community gardening projects going on in Sacramento and Davis.
