This is a serious request for technical assistance from Mr. Russ LeCount of the 
Bissell Gardens in the Bronx, NY.  
 
Mr. Russ LeCount is the real deal, a community gardener who has done remarkable 
work in neighborhood greening in the Bronx, and is additionally  a fine 
arborist.  
 
Russ LeCount is a vital, retired guy, who was not "born yesterday,"  needs to 
have a few good, professionally designed proposals on "top down," community 
garden start ups to tinker with, for presentation to governmental agencies, 
elected officials and/or foundation funders.  
 
While I am not a fan of "top down," starts for community gardens, preferring 
them to "organically grow," from the communities in which they are sited, Mr. 
Russ LeCount is one of the few guys I know who can make this work, and then 
attract gardeners to work with him to give the garden permanence and 
sustainability. 
 
Community garden program directors and coordinators - please comb your files 
and forward digital and/or hard copy versions of your best community start-up

     Need sample new garden proposal to doctor and submit. May have 
two locations in mind one Bx and one Westchester. Also, see attached 
free work shop on fruit trees. A nursery may give us some of their
