Hi Julie. Here in rural Vermont, we use signs to post notices about upcoming town events. They're made of wood, but covered with plexiglass to keep out the weather and have a small roof overhead to keep water from dripping down the inside of the plexiglass. The sign might have two 4x4's of pressure treated wood standing upright, with the small roof connecting them and overhanging the front, and a piece of plywood, whatever size you need, maybe 2x3 or larger, between the posts and as the face to which you'd attach the plexiglass. The glass is hinged at the top of the plywood, with a handle on the bottom, so you can lift it and put in the notices or replace them. We usually just staple the item to the plywood. Some of our notice boards have a larger roof, and no plexiglass, though then you have to laminate your notices to keep them from getting wet. Overall it's a pretty cheap thing to build. It might look like a kiosk you'd find at the start of a hiking trailhead, if you want to see one in person.
