Extension as a way to tap into the institutional memories of their extension 
agents 
and master gardeners

This link to the City of Camden's website should help you contact the folks 
in the Parks & City Planning Depts who might be able to get you some leads.  
Also, the site has currently posted RFPs - one is for soil testing.  You might, 
if you play it right, be able to piggy-back your soil testing onto that if you 
know your local politicians.
