Gather all the barrels in all of the gardens in your town/city.
Take them to the mayor's house and cram them in every room.
This way, during the winter s/he will have a chance to really understand the 
importance of water for gardens, and preservation, too.

This coming from Philly where the City is starting to CHARGE gardeners for 
water from hydrants!! Free labor to keep the neglected lots beautiful, and 
they're supposed to pay???

BTW, where can I get one of those tools that extracts people's heads from the 
sand?
