Our city, Sarasot, Florida, has required a backflow preventor for years.  And, 
yes, the cost is approximately $1,000 and there is a yearly inspection 
required.  We (Orange Blossom Community Garden) are not required to pay the 
inspection fee, but commercial  customers are.  The cost of the preventor 
varies by the capacity of the pipes coming from the meter.

Bill is very "right on" in suggesting that you protect the backflow preventor.  
Should thieves decided to strike, you'll be out the cost of the preventor and 
the cost of wasted water which could be as much as 10,000 gallons in a couple 
of hours or less.

The positive side of the preventor is that you can easily turn the water off to 
the whole garden if you ever need to do work on the irrigation.

Make sure that you have an "irrigation only" meter installed.  You don't want 
to be paying the waste water treatment costs for water that is not going to go 
to the treatment plant.

our email shocked me.  As another person ask, why do you need one.  They cost 
10 to $25 or the 1 inch is $250.
