Thank you very much for the suggestions Shannon.  I don't think I clarified 
that this is not a community garden with individual plots but one big garden 
with volunteers who come from the master gardener program, a couple people from 
the church and community service workers as we can get them.  Also, one of our 
volunteers belongs to a program (Art of Living) and he's going to try to get a 
group of them to come for planting day on the 4th.  None of the people involved 
can or are willing to take a leadership roll.  The main person from the church 
who works with me on organizing the garden is also of retirement age and she 
and her husband plan on travelling after retirement.  I'm so afraid of leaving 
this garden without an energetic, passionate leader.  That person can develop 
it to the point where it would be possible to have a board but that isn't 
possible right now.  I'm really the most knowledgeable person involved right 
now (and I say that knowing that there are many out there with as much and more 
knowledge than I have).  Pontiac is a difficult place to get anything going and 
I would hate for this to fail for lack of leadership.
