That number does NOT exist and any number you are given (such as by the National Gardening Association) is made up. Part of the problem is that there is no one definition of what constitutes a community garden. Based on extrapolating from surveys, the best estimate is that there are about 25,000 community gardens, somewhat more if school gardens are included.
