Hi, this is a case where bylaws would come into play.  The main reason for
having bylaws is to avoid conflict.  Some things can be foreseen, such as
pets in the garden and folks who abandon plots.  Some things cannot be
foreseen and having everyone agree not to plant or harvest others plots can
be added.  Some gardens have value statements and ask that all gardeners
agree to be inclusive, respectful of personal space, and to refrain from
behavior that makes others feel uneasy in the garden.

Lots of people get tossed out of community gardens.  Adam Honigman, may he
rest in peace, always said Community Gardens are 90% politics and 10%
gardening.
