If the soil is toxic, all the more reason to remove the asphalt,  eventually 
the roots will drive through the asphalt.   Toxic soil can be removed.

Part of the point of greening our cities is to get rid of asphalt pavement. So 
if you want to have better drainage, and less runoff, gardens that provide root 
space, the depaving way is helpful. If the soil is toxic, I would think about a
