In response to Ana Rasmussen's question, I am sure that this is not an uncommon question. It is certainly a positive goal if more people are to participate in community gardening.
Here in Forsyth County, in North Carolina (Winston-Salem, Kernersville, etc.), the Forsyth County Cooperative Extension service has a full-time staff member and a program area in community gardening. This has been going on for about four years and before that it was a portion of a staff member's portfolio. It is funded by the state and by the Winston-Salem Foundation. It's website is: http://www.forsythcommunitygardening.com/Programs.aspx I would also affirm Betsy Johnson's suggestion that the ACGA garden mentors curriculum would be excellent for leadership training and good organizational practices.
