may be it is not the perfect solution but a step in this direction:
try the message functionality of CE. You are able to send messages to
members of your CE. What you don't have is a kind of grouping the
members around the elected official. Just as an idea of working around
this could be the usage of categories. Try the following: create
categories as of the structure of your groups; change the views of CE
not displaying the cats but if someone posts he has to choose a cat;
change the behaviour of the user model to belong to groups/cats; show
to users their belonging group/cat content.
