Templates were recently added to Rails. They allow you to create an application with a default configuration. Bruno created one for CE. If you want to create a new CE project the easiest way to do it is using the template:
rails new-ce-project -m http://www.communityengine.org/install_template.rb Where new-ce-project is the name of your project. Google for "rails templates" to find out more about templates.
