I found a better workaround that doesn't "solve" the problem, but I
can live with it.  Just copy the photo model (or whichever model with
attachments, I assume--my install only uses the photos) from /
community_engine/app/models to your own app's models directory.
You'll have to repeat the process every so often to make sure you've
got any changes to CE's models, but at least you won't have to restart
every time you modify some code.
