This is just a quick reply, I don't have access to CE code right now, 
but it seems the problem really is from line 14. The pattern "%B %d %Y" 
probably is an strftime string, intending to output something like 
"August 12, 2009".

Your yml files should have the dates and number localization strings. 
Those are used in I18n.localize calls.
