I haven't seen community engine run any slower than my other apps which use just a couple small plugins.
Other than load time for booting mongrel, plugins shouldn't slow the app down unless they're in use AND have serious performance issues. It could be a lot of other issues too, what does the rest of your environment look like? Do you have other rails projects to compare performance with?
