Yes, I'm planning on upgrading CE to be compatible with Rails 3, but I can't say that it'll happen in time for the initial Rails 3 release. CE relies heavily on the Desert plugin (which, AFAIK, hasn't yet been upgraded to Rails 3). So we either need to upgrade Desert or strip it out and reproduce its functionality using the new Rails 3 plugin/slices features.
