I think the problem was with vendor/rails, this did the trick for me: rake rails:freeze:gems
It said: Freezing to the gems for Rails 2.3.4 rm -rf vendor/rails mkdir -p vendor/rails cd vendor/rails .............. And then ./generate plugin_migration worked! But since I am new to Ruby, so just curious, what difference does it make? since the vendor rails and the gem rails were 2.3.4 right?
