Good catch; the description on http://communityengine.org/plugins.html is
out-of-date. Users are automatically *prompted* to publish to their wall
when they do actions like commenting, blog posts, etc.

Both. It uses javascript for the authentication pieces and for publishing to
the user's feed, and also uses the ruby Facebooker
