I just had a look at the list myself.  Been a few months since I last looked
at it and i noticed there are a lot of idn SLDs in it.  But they are not in
punnycode.  You may need idn to convert them to ascii.

Example - the Chinese second level they list as 公司.cn
<http://xn--55qx5d.cn>is actually represented as
xn--55qx5d.cn in ascii for the purpose of resolution in the DNS.  So keep an
eye out for IDN TLDs if you need to convert them.
