It's *sort of* a power supply problem.  The problem is twofold: either that
your HD is leaking magnetic flux and distorting your screen or your HD is
drawing enough power that the screen voltage is dropping somewhat.  If it
distorts in the area of the HD, I would suspect the former.  If it just
generally distorts all over, I would suspect the latter.  Either one is
pretty easy to fix - just get a more modern, lower-power hard drive :)
