I can personally confirm that it can.  I recently put set up my new 
Performa 200, which runs a slim 7.5.3 ordinarily, with an external 
drive with 6.0.8L.  I never tried to boot from floppy, though.  I 
mounted disk images and did a clean install on the external drive, 
then set the external drive as the start up disk in the Startup Disk 
control panel.

FYI, for some reason, even though I had the System Additions 6.0.8L 
disk mounted, the installer wouldn't see it.  I inserted the System 
Additions disk from the plain 6.0.8 and the installation completed 
without a hitch.
