The video pattern is usually caused by failing capacitors on the logic 
board. Your old hard drive is probably dead, but it might be just 
"stiction." While the question mark is showing, go ahead and slap the 
side of the Mac -- you might get lucky.

The Mac starts to read the floppy, then encounters an error. Either the 
floppy drive is dirty or the floppy disk is bad.

Same, just gets a bit further along. Check the FAQ for instructions on 
cleaning the floppy drive, or just get a floppy cleaning kit from your 
local computer store.

Floppy drives are easy to clean, and hard drives are easy to replace (if 
you have a torx tool to open the case). The video pattern is a difficult 
problem. Sometimes reseating the ROM SIMM helps, or cleaning around the 
capacitors with rubbing alcohol (the ROM SIMM is by itself, apart from 
the 8 RAM SIMMs). Do not try to replace the capacitors without the proper 
tools.

Finally, once you get it going, it will probably not remember the date, 
time, and other settings. To fix this you need a new PRAM battery.
