The most likely caps that cause those problems are C3, C4, C5, and C6. Although they are in the audio circuit I have seen replacing them cause bad video to work. But first, boot the SE30 while using your finger to push on the ROM simm. Push it towards nearest edge of mobo. If that works then tape can be used to permanently pull on the ROM simm.
