It depends, I think, on how many of the outputs are dependent on
feedback. For example, if you have a GAL 16V8 and seven of the eight
outputs are combinational, I do not think it would be that hard to
figure out what kind of state machine the eighth is implementing.
On the other hand, if all eight are dependent on feedback, then "damn
near impossible" may be an accurate description. On the gripping
hand, if one knows what the part is meant to implement it may be
easier to figure out what the state machine does.

I'm busy with another project at the moment and a friend has my
proto-board so I haven't started trying to decode the GAL16V8 from
the Outbound floppy controller yet. We'll see how it goes...

Yep. I've used it for two boards so far. One was a two layer board
I sent to APCircuits and the other was a four layer board that went
to Sierra Proto Express. Neither company had any hiccoughs with the
Gerber I sent them and I got back what I expected.

Most of the houses also want the Gerber files zipped into one
package, but I've used Zipit for that. So I'm able to do the entire
design and delivery of the board on my Mac.

Some times they'll want a mechanical drawing of, e.g., the outline of
the board. I usually use one of the Aux. layers for that and output
it in Gerber along with the rest of the design. It's worked so far.
