It actually varies a lot more than that. As faster spindle speeds came in power requirement for spin-up peaked then slowly levelled off again. For example I have a 3.5" Seagate 4GB 7200rpm SCSI-2 drive that works fine in most machines, but won't work in an LC475 due to lack of power. Similarly early 10krpm drives demand a lot of startup power, but later ones do not. All a bit involved.
