Without seeing it up close I can't be positive but it is most likely a voltmeter. The device is known as a clamp on ammeter. The clamp at the top opens and can be clamped around a wire (a single wire, not a cable) and it will measure the current. Up to some hundreds of amps probably. Many clamp on ammeters have voltmeter capability too which is what the banana jacks below the display are for.
