I'd try to initialize the drive and install System 6.0.8 using the Plus that is going to boot from it. It's possible that the 7200 is installing a disk driver that is incompatible with the Plus. To do that, you'll need to create a minimum 6.0.8 system disk with your formatting/partitioning utility, and a set of 800 Kb 6.0.8 setup disks.
