That was because 32-bit addressing was turned off. With 32-bit addressing turned on, the system runs in 24-bit mode, and it means that you will not be able to address more than 8 Mb of RAM. MacOS sees all the RAM, but takes away all the memory over the 8 Mb limit, and marks it as being used by the system. The solution to this is to re-enable 32-bit addressing in the Memory control panel.
