I'm sure an ADB-to-Plus adapter would involve a processor. You could use a simple microcontroller, like the Intel 8049 (the one used in the original Macintosh and IBM PC keyboards, by the way), or the Motorola 6808 (is it in production still?) to do the task.
The hardware would be really simple: a small board with the microcontroller and a crystal. You get the power from the Plus' keyboard port, and both keyboard ports' data lines can be connected directly to microcontroller's I/O lines. But the software could be more of a problem: you would need a program that monitored both ports in real time, keeping the right time and, in the case of the Plus' port, maintainig sychronismo with the port's clock line. I think it wouldn't be a simple task, but once written, producing it shouldn't be more expenive than the cost of the microcontroller, the circuit board and the needed cables and connectors.
