Not sure the entire history behind your URL issues, but for less than $10/year (less for multiple years at once) you can register a domain name at GoDaddy.com with free forwarding service to any URL or IP address. Mine is http://www.Mac128.com -- site under development (it's an inexpensive indulgence which makes it easier for others to find).
