Should be able to run System 6, but you should bump that RAM up to its
4MB max if you want to try System 7 at all.  I've run 7.1 (or is it
7.0.1?) on a Plus with no problems.  (Except speed.)

MacTracker says it can run 7.5.5, but you won't want to do anything
above 6 without 4MB.

Would eBay (or simaler) have the 1MB RAM Cards for the Plus?

All you need are 4 1MB 30-pin SIMMs, which can be found on the LEM-swap list, and probably on eBay too.
