I've got similar problem (the same but with little differences). I remember having it in some older Ubuntu as well. Recreating user was the solution in the past.
After boot compiz.real process uses all the available cpu time (~99%). I'm unable to debug or even use the appearance settings form as the performance is terrible. I always just kill the compiz.real process first and then change the appearance setting. I use None desktop effects as a default. If I change it to any other settings - the compiz seems to get restarted and works good. I will try to capture the following: strace -p `pidof compiz.real` > ~/compiz.debug next time I start the computer.
