This bug also affects me. I have to use 'Reload window manager' option from Fusion Icon almost every time after I start my system (Mint 9 - Isadora). I have the newest version of Compiz for Lucid. I don't know if this is Emerald bug or Compiz bug. But this makes using Emerald almost useless and very annoying. I use Emerald 0.72 I i haven't found any new version of Emerald. In Compiz manager - effects - window decoration I have "emerald --replace" and in start-up "compiz --replace".
